Don Moore Community Centre Business Case and Cost Benefit Analysis (Current Project)

 

Background

David Burns Consulting, in collaboration with subcontractor A.P Sheere Consulting, engaged by the City of Parramatta to develop the Don Moore Community Centre Business Case and Cost Benefit Analysis

The Don Moore Community Hub project is part of the North Rocks Park Precinct Masterplan, adopted by the Council on 29 October 2018. The project seeks to redevelop the aging Don Moore Community Centre to become a more multi-purpose community hub.

Project Objectives:

Support informed decision-making
To provide Council with robust, evidence-based analysis to support informed and transparent decision-making on the proposed investment.

  1. Demonstrate value for money

    To assess whether the proposed capital investment delivers value for money through consideration of whole-of-life costs, benefits, and community outcomes.

  2. Confirm financial sustainability
    To confirm the affordability and long-term financial sustainability of the project within Council’s Long-Term Financial Plan.

  3. Manage risk and due diligence
    To identify, assess, and mitigate key financial, delivery, operational, and reputational risks associated with the project.

  4. Ensure strategic alignment
    To ensure the project aligns with Council’s strategic priorities, asset management frameworks, and relevant state and regional policies.

  5. Assess delivery and operating options
    To evaluate alternative delivery, staging, and operating models to determine the most effective and efficient approach.

  6. Maximise community benefit
    To maximise social, economic, and wellbeing outcomes for the community through a sustainable and future-focused investment.
